- •The AHA board unanimously named him President & CEO on June 30, 2026, after a national search run by WittKieffer. He took over from the retiring Rick Pollack in September 2026, and the AHA executive team page now lists him as President and CEO.
- •He was President & CEO of the Massachusetts Health & Hospital Association (MHA), the trade group for more than 70 Massachusetts hospitals and health systems, from November 2017 until he moved to AHA in 2026.
- •From 2014 to 2017 he was executive director of the Massachusetts Council of Community Hospitals (MCCH), a hospital trade group. He resigned from the Legislature in January 2014 to take that job.
- •He was a Democratic state representative for the 11th Essex District (Lynn) from 2005 to January 2014, six terms in all. In 2011 he became House chair of the Joint Committee on Health Care Financing.
- •As the House's lead negotiator he wrote and steered Chapter 224 of 2012, the cost-containment law that created the Massachusetts Health Policy Commission (HPC) and the statewide cost-growth benchmark.
- •On July 25, 2025, Gov. Maura Healey appointed him to the HPC board, the agency he helped create, while he was still the state's top hospital lobbyist.
- •He is a member of ACHE and holds degrees from Wesleyan University, New England School of Law and the Harvard Kennedy School.
Financial / Compensation
- •MHA's FY2025 Form 990 (fiscal year ending September 2025) reports his compensation as $1,230,212 reportable plus $387,810 other, about $1.62 million in total.
- •His total MHA pay roughly doubled over five years: about $848,000 in FY2020, $979,000 in FY2021, $1.10 million in FY2022, $1.13 million in FY2023, $1.32 million in FY2024 and $1.62 million in FY2025.
- •MHA's FY2025 revenue was $13.2 million against $13.3 million in expenses. In FY2025 his pay equaled about 12% of the association's total revenue.
- •His FY2025 pay was about 60% more than his predecessor Lynn Nicholas received in FY2017 (about $1.0 million in total).
- •His AHA compensation is not yet public and will first show up on AHA's 2026 Form 990. For comparison, Pollack's 2024 AHA pay was about $5.88 million.
Lobbying and Political
- •Under Walsh, MHA was Beacon Hill's top-spending lobbying client in 2022 and 2023. In 2024 it ranked second, spending $1.1 million on lobbyists, just behind the Massachusetts Association of Health Plans at $1.3 million.
- •At the HPC's March 2023 benchmark hearing he said the cost-growth benchmark should be 'modernized' and its mechanics refreshed. A Lown Institute fellow first wrote that Walsh wanted the benchmark scrapped, then issued a clarification that he had called for re-imagining it.
- •At a March 2024 HPC hearing he called the statutorily required benchmark discussion 'a relic of the past.' Massachusetts health care cost growth was 8.6% from 2022 to 2023, more than double the 3.6% benchmark.
- •MHA's long-standing position on legislative price controls, set out in its comments on the 2017 Senate HEALTH Act, is that it 'is opposed to the imposition of artificial caps on rates.' MHA backed a price floor for low-paid hospitals in principle and opposed penalties aimed at the highest-priced 'top 3' hospitals.
- •In 2024 MHA lobbied to protect hospitals' 340B program revenue inside MassHealth. It backed a Senate budget amendment to 'prohibit further erosion of a critical component of hospital financing' and fought a MassHealth bulletin limiting reimbursement for some 340B-purchased drugs.
- •On federal out-of-network billing, he praised Rep. Richard Neal's December 2020 surprise billing deal, which became the No Surprises Act, as 'fair and balanced.' That deal used arbitration rather than a benchmark payment rate.
- •AHA, which he now runs, reported $25.47 million in federal lobbying in 2025, and $14.39 million in the first three quarters of 2026.
Revolving Door
- •In January 2014 he resigned his House seat, while still a sitting legislator, to run a hospital trade group (MCCH). He had chaired the committee that wrote the hospital cost law.
- •He wrote the law that created the Health Policy Commission, then lobbied it for hospitals as MHA CEO, then was appointed to its board in July 2025 while still MHA CEO.
- •His HPC seat is the 'hospital expertise' seat created by the 2024 market oversight law. The same law eliminated the board seats for a primary care physician and a business purchaser.
- •The Employer Coalition on Health called his HPC appointment 'a blatant conflict of interest' because he was a registered lobbyist. The Greater Boston Interfaith Organization argued that state conflict-of-interest law barred him from serving.
- •His recusal pledge covered only material change notices, determination of need applications and performance improvement plans from MHA members. He said he would be 'internally walled off' from MHA matters going to the HPC.
- •Whether he has formally left the HPC board since joining AHA has not been publicly reported in the sources reviewed.
- •The AHA board replaced one career lobbyist-insider (Pollack) with another: legislator, then trade-group chief, then regulator-commissioner.
Home System Record
- •MHA under Walsh represented the hospitals in the country's most heavily studied cost-control regime. The 3.6% benchmark was blown through, with 8.6% growth from 2022 to 2023, and Walsh's response was to call the benchmark process outdated.
- •MHA argued in 2024 that Massachusetts commercial payers paid 195.3% of Medicare for hospital services, ranked 46th nationally, and that commercial rates reflect government underpayment.
- •The 2024-2025 market oversight law ('An Act Enhancing the Market Review Process,' H.5159), passed after Steward Health Care's collapse, expanded HPC review to private equity, REIT and MSO deals. It bars licensing hospitals whose main campus is leased from a health care REIT and raises CHIA late-filing penalties from $1,000 to $25,000.
- •MHA's own coverage of the oversight law took no stated position on it. The sources reviewed do not show a public Walsh position on the Steward collapse beyond State House remarks listing it as a crisis.
- •As AHA CEO, his stated early priorities in an October 26, 2026 AHA interview were a listening tour (Georgia, Wyoming, Chicago, D.C., Ohio, then California and Texas), drafting a strategic plan after the tour, and giving hospitals 'the room and the resources and the voice' to lead.
- •In the same interview he called preserving hospitals' community benefit role his top job and said health care's next phase will be shaped 'by us or to us.' 2026 Chair Marc Boom flagged the 2025 reconciliation law's Medicaid cuts, the 340B program and site-neutral payment as near-term fights.
Litigation and Scrutiny
- •No personal litigation or enforcement action involving Walsh has been publicly reported.
- •The GBIO conflict-of-interest objection to his HPC appointment was raised in a letter to the governor. No State Ethics Commission ruling against him has been reported.
Red Flags
He wrote the 2012 cost-containment law, lobbied the agency it created for the hospital industry, then took a seat on that agency's board while still the industry's chief lobbyist.
He left the Legislature mid-term in 2014 to take a hospital trade-group job, after chairing the committee that wrote hospital financing law.
With Massachusetts health care cost growth at 8.6% against a 3.6% benchmark, the hospital lobby's answer under Walsh was to call the benchmark discussion 'a relic of the past' rather than accept accountability.
MHA opposes 'artificial caps' on hospital rates in a state where hospital prices drive cost growth, and it fought to protect 340B program margins inside Medicaid.
His MHA pay rose about 91% in five years, to $1.62 million in FY2025, about 12% of the association's revenue.
The 2024 oversight law that gave him his HPC seat also stripped the board's business-purchaser and primary care seats, tilting the cost regulator toward providers.
AHA hired a politician-lobbyist rather than an operator, which signals that the association's job remains political defense of hospital revenue: site-neutral payment, the 340B program and tax exemption.
Pattern Summary
Steve Walsh is a career Massachusetts insider. He was a six-term legislator who wrote the state's hospital cost-control law, then ran two hospital trade groups, then sat on the commission his own law created while still the industry's top lobbyist. At MHA he defended hospitals against rate caps and benchmark enforcement as costs grew at more than twice the target, and his pay rose to $1.62 million. The AHA board picked him to bring that playbook to Washington.
